1. städtisches geografisches Informationssystem (ISY) - (Information system for geographical data about the City of Ludwigsburg)

Abstract - Im InformationsSYstem werden innerstädtische raumbezogene Informationen zusammengeführt und nach Themenfeldern gegliedert. Hier werden unter anderem auch energierelevante Daten abgebildet. Die Hochrechnung von Energiebedarfen, das Gebäudealter oder weitreichende Klimainformationen werden hier gesammelt und für weitere Analysen und Planungen zugänglich gemacht. Das Geoinformationssystem ISY der Stadt Ludwigsburg dient dazu, jegliche Informationen, die einen Raumbezug haben, den Mitarbeitern der Stadt Ludwigsburg zur Verfügung zu stellen. Die wichtigsten Funktionen sind:

  • schneller Zugriff auf Eigentümerdaten und zugehörige Berichte erzeugen
  • Bemaßungen und Beschriftungen durchführen
  • Punkte, Linien und Flächen zeichnen
  • Ausschnitte maßstäblich in höchster Qualität mit Planstempel und Legende drucken
  • Sachdaten beliebiger Fachabteilungen bereitstellen

Die Sachdaten können von den einzelnen Fachbereichen selbst gepflegt werden. Dabei sind alle Arbeiten von der Geometrie- und Sachdatenerfassung bis zur Visualisierung in ISY möglich. Dadurch kann ein aktueller Datenbestand dargestellt werden.

2. Kommunales Steuerungs- und Informationssystem (KSIS) - (Software-based Steering and Controlling System)

Abstract - In elf Themenfeldern, sogenannten Masterplänen, werden Ziele, aber auch konkrete Maßnahmen, festgehalten und mit Zeitzielen, Projektbeteiligten und Verantwortlichen versehen. Dies erfolgt fachbereichs- und themenübergreifend. Eine integrierte und ganzheitliche Betrachtungsweise strukturiert das Verwaltungshandeln auf effiziente und übersichtliche Weise. Die Übersichtlichkeit von KSIS ermöglicht es, Themen vernetzt zu koordinieren, Einzelprojekte im Gesamtzusammenhang zu sehen und Auswirkungen auf andere Themenfelder zu erkennen. Das Herzstück von KSIS ist ein Such-System für alle Projekte, Themenbereiche und Projektbeteiligte. Sein integriertes Projektmanagement mit Ampelsystem verschafft Überblick über die Einhaltung von Zeitzielen für die vielen Teilschritte, deren Gelingen für einen reibungslosen Projektverlauf unabdingbar sind. Gelbe und rote Ampeln verschaffen Projektverantwortlichen und der Führungsebene Überblick, wo nachgesteuert werden muss – rechtzeitig bevor Aufgaben zu Problemen werden. Anwender, Gremien und Bürgerschaft erhalten eine aktuelle Übersicht mit den für sie wesentlichen Informationen. Alle sind auf dem gleichen Informationsstand. Dadurch werden Missverständnisse vermieden und die Abstimmungszeit reduziert. Ziel- und strategieorientiertes Arbeiten wird unterstützt. Entscheidungen können aufgrund umfassender Faktenlage getroffen werden.

3. Infokarte Ludwigsburg: öffentliche Daten zu Fernwärme, Gasleitungen, Solarkataster, Energieerzeugungsanlagen, Geothermie-Eignung, Mobilität, Grün in der Stadt, etc. - (Info Card Ludwigsburg: Energy City map with open data about district heating, gas pipelines, solar cadastre, geothermal sector suitability, energy plants, mobility, green in the city, etc.)

Abstract - Unter den Rubriken Energieversorgung, Mobilität, Grün in Ludwigsburg, Fair Einkaufen in Ludwigsburg, Leuchtturmprojekte und Energieberatung können Bürgerinnen und Bürger auf zahlreiche Daten zurückgreifen. Hier finden sich auch energiebezogene Daten zu Fernwärme, Gasleitungen, Solarkataster, Energieerzeugungsanlagen oder Geothermie-Eignung. Ziel ist es vor allem, die Bürgerinnen und Bürger umfassend zu informieren und für das Thema Energie und Klimaschutz zu sensibilisieren. Um einen wirksamen Klimaschutz zu erreichen, müssen alle mitwirken. Der Trend zur Nutzung der Sonnenenergie und anderer erneuerbarer Energiequellen zur Stromerzeugung hält seit Jahren an. Ludwigsburg möchte nun mit Hilfe der Energieinfokarte dieses Potenzial sichtbar zu machen. Die Online-Karte soll den einzelnen Bürger über die Möglichkeit des Einsatzes Erneuerbare Energien informieren, sein individuelles Potenzial aufzeigen und so einen zusätzlichen Impuls für den Klimaschutz setzen. Die Daten stammen zum Teil von dem städtischen Energieversorger (Gas- und Fernwärmeleitungen, Energieerzeugungsanlagen) und vom Land Baden-Württemberg (Solarkataster).

4. Projekt Intelligente Straßenbeleuchtung - (project intelligent lighting)

Abstract - Die intelligente Straßenbeleuchtung, die die bestehende Beleuchtung des Fuß- und Radweges zwischen Oßweil und der Oststadt ersetzt, besteht aus Straßenlaternen, die nur dann heller werden, wenn sich Fahrzeuge, Fahrräder oder Fußgänger nähern. Sonst wird das Licht gedimmt und Strom gespart, um, die Umwelt und die Tiere zu schonen. Die innovativen LED-Straßenlaternen erfassen Bewegungen und dimmen zu verkehrsarmen Zeiten automatisch das Licht. Bei Annäherung von Fahrzeugen oder Fußgängern erhellen sie wieder die Umgebung. Dadurch trägt die intelligente Straßenbeleuchtung zur Sicherheit im öffentlichen Raum in Ludwigsburg bei, erhöht gleichzeitig die Energieeffizienz und reduziert auch die Kosten. Auf lange Sicht spart die Art der Beleuchtung bis zu 60 Prozent der Energiekosten. Die Laternen leisten einen wichtigen Beitrag für den Umweltschutz und schützen Insekten, Vögel oder Fledermäuse vor dauerhafter Lichteinwirkung. Optional könnte die Straßenbeleuchtung künftig an einigen Stellen auch als öffentliches WLAN, öffentliche Ladestation für E-Fahrzeuge und Pedelecs sowie als Notrufeinrichtung dienen. Die Technik würde so einen gebäudeunabhängigen Ausbau öffentlicher WLAN- und Lade-Infrastruktur ermöglichen.

Energy monitoring vision

One tool which easily provides energy data and CO2 balances, an individual package of measures and scenarios to the energy conservation and energy use on municipal level and even on district level. It should bring together geodata with information on energy consumption and power demand as well as energy potentials. It should support all steps of the planning and decision making. Examples:

Currently, for energy planning and CO2 balances, there is a variety of data provider (local utility company, statistical offices on different level, private companies in the transport sector and so on). This means on working level to send requests to each provider which is not practical and a solution should be found on this. For the CO2-balances exists a state-wide tool BICO2BW which is used, but still requests are needed. Data on private buildings is not available or/and recorded (e.g. insolation, private energy supply), it also underlies data protections. According to the energy saving order we have the duty for public sector entities (> 500m²) and for some non-residential buildings to get energy cards. Public sector entities must publicly display the energy cards. For private buildings, the information on energy performance is only provided to the owner. Concerning, companies, it is also necessary to request any data. For Non-SMEs, an energy audit and an energy management must be carried out. It is a challenging task to get these private data and due to data protection, it is no public data and has to be anonymised or even aggregated.

Required ICT tools

For a tool which easily provides energy data and CO2 balances, an individual package of measures and scenarios to the energy conservation and energy use on municipal level and even on district level. It is important to have geodata with information on energy consumption and power demand as well as energy potentials.

  • Data should be available on the same level (as smaller the level the better, e.g. households).
  • Data should be recorded regularly (same cycle) and to develop a regularly sequence.
  • Data should be provided to the municipality – not on request to different institutions.
  • Data should be available/provided in a standardized format easily used for GIS analysis (e.g. some data only come as info via Email not in a table or something. It has to prepared for analytical usage, GIS etc).
  • As skills it would be necessary to have more GIS experts working in municipalities who are also have planning skills (Energy).
  • For CO2-balances exists a state-wide tool BICO2BW which is used by the municipality.
  • Data is also recorded for the European Energy Award as well as for the SECAP / CoM.
  • Data on private buildings is not available or/and recorded (e.g. insolation, private energy supply), it also underlies data protections.
