Welcome to the CitiEnGov Toolkit
The CitiEnGov Toolkit has a focus composed of two parts:
- the first part contains information about energy data in different regions of Central Europe (regions of project partners), and
- the second part describes a role of energy topic within Public Authorities
The topics of the Toolkit are the three main sectors that CitiEnGov project is dealing with:
The CitiEnGov Toolkit aims to be a source of knowledge and inspiration for cities involved in energy planning. It addresses cities which are just beginning to implement energy plans as well as cities with Sustainable Energy (and Climate) Action Plans (SEAPs/SECAPs) already defined, endeavouring for even smarter and more efficient solutions.
Therefore the Toolkit also deals with energy policies, best practices on European and local level, energy related data and tools for energy data already used or suggested.
The Tookit includes methodology, various guidelines, templates for documents, technical solutions (software oriented or any other) and all of these forms are based on interoperability concept. That means, that they enable data to be updated, which gives sustainability and duration to the proposed solutions.
Resources of the CitiEnGov Toolkit
The following resources have been implemented by CitiEnGov project partners in order to be reused in the framework of Central European energy policies.
The CitiEnGov Project
The idea which is at the heart of the project concept is that energy is an horizontal policy, which involves all other ordinary policies, consequently it influences a complex socio-economic system. Given this assumption the role public authorities can play, especially Cities, is to act as a “facilitator” of the energy transformation process, playing a crucial role in coordinating approaches to formulate and plan low-carbon energy strategies.
This shall be achieved through the setting up of energy units or the empowerment of those already established by Cities, mainly providing them with tools and strategies but also appointing them an effective role within Public Authorities, representing an important change in relation to the current situation of most central European regions.
The key to success is the weaving together of individual low carbon energy strategies,creating an integrated framework of policies and programs that becomes more than the sum of its parts.
The project aims to improve the capacity of public administrations to implement new energy planning strategies through a new comprehensive concept based on: the acknowledgement of a political mandate for energy, the definition of a working group with roles and activities, a real horizontal service made of experts about energy issues enabling the efficient realization of the foreseen actions and results. This unit should integrate local and regional low carbon energy strategies (including SEAP monitoring and devel.), improving the regional/local energy performance through the implementation of transnational pilot applications, ranging from the realization of supporting actions to implement a CitiEnGov Tool, to the development of coordinated solutions to improve the RES production.
The tools implemented transnationally and their coordinated management within the public institutions, should contribute eventually to the outline of financing and fiscal policies aimed at the enhancement of the initiatives for climate change mitigation.
